Come and join your peers and community partners as the Consortium brings you important local funding news, updates, and information. All persons interested in applying for funds in the public service, economic development, infrastructure/public facilities, homelessness assistance, and housing categories should attend this meeting.
General Grant Information
The City of Concord and Concord/Pleasant Hill Health Care District offer grants to nonprofit 501(c)3 organizations and public agencies. Funding sources consist of federal Community Development Block Grant (CDBG) funds, Child Care Developer Fees, and Concord/Pleasant Hill Health Care District funds. Each funding source described below has its own requirements and criteria. No grants are available to individuals for any purpose.
The Concord Community Services Commission and Concord/Pleasant Hill Health Care District Grant Committee evaluate all proposals according to established evaluation criteria, and make funding recommendations to City Council (also serving as the Concord/Pleasant Hill Health Care District Board of Directors) according to a timeline. Concord’s City Council makes all final funding decisions in a Council meeting usually held in May.

The 2020/25 Analysis of Impediments to Fair Housing
Recipients of funds from the U.S. Department of Housing and Urban Development (HUD) have a duty to affirmatively further fair housing, by taking proactive steps to overcome housing discrimination and segregation. To meet this requirement, Concord, in cooperation with Contra Costa County and the Cities of Antioch, Pittsburg, and Walnut Creek, as well as the three Public Housing Authorities (PHAs) in the county, conducted an Analysis of Impediments (AI) for 2020/25.
The AI is a report that identifies fair housing issues in the region and contributing factors to these issues, and outlines goals and strategies to address them. The AI process involves an analysis of data provided by HUD, local data from the jurisdictions and PHAs, and feedback gathered from the community.

Concord/Pleasant Hill Health Care District Funding
The Concord/Pleasant Hill Health Care District includes areas within the boundaries of Concord and Pleasant Hill. Funding is targeted at organizations and agencies that serve residents in these two cities within health-related funding priorities outlined in the Strategic Plan (PDF).

Community Development Block Grant (CDBG) Funding
Funding is provided for nonprofits and public agencies that serve low-income Concord residents including seniors, disabled adults, youth, homeless, or to provide housing, economic development, or infrastructure projects. The funding priorities are determined by the 5-year Consolidated Plan for 2015/2020 and are outlined in the Annual Goals and Objectives of the Action Plan.
The City of Concord is a member of the Contra Costa Home Consortium, which includes the cities of Antioch, Pittsburg, Walnut Creek and the Urban County representing all other cities. One joint grant process for Community Development Block Grant (CDBG) funds for all of Contra Costa County is conducted for a two-year funding cycle followed by a three-year funding cycle, using a single application that can be submitted to all jurisdictions.
The City of Concord, in cooperation with the Contra Costa Consortium (which includes the CDBG entitlement jurisdictions of Antioch, Concord, Pittsburg, and Walnut Creek, and Contra Costa County) is preparing a five-year Consolidated Plan for 2020-2025. The Consolidated Plan is mandated by the Federal Department of Housing and Urban Development (HUD) and outlines funding priorities for housing, economic development, infrastructure, and public services from 2020 to 2025.
The Consortium-wide Consolidated Plan can be viewed on the Contra Costa County website.
Now available is the City of Concord’s FY 2021/22 Action Plan, a subsidiary document of the five-year Consolidated Plan. The Action Plan outlines the programs and projects that will help meet the housing and non-housing community needs of the lower income households and areas in our community. It covers the period of July 1, 2021, through June 30, 2022.
CAPER - Consolidated Annual Performance and Evaluation Report
The FY 2020/21 CAPER is available for public review and comment and will be considered by Council for submission to HUD at its regular scheduled meeting on September 28, 2021, at 6:30 p.m. The CAPER can be viewed HERE.
