City of Concord Operations
Concord’s City Manager and department heads are working together to find ways of continuing to provide essential services while doing our part to limit person-to-person contact and helping to reduce the spread of the coronavirus. The team is operating under four main goals during this pandemic:
- Community Safety
- Employee Safety

HOW TO WATCH PUBLIC MEETINGS
While the stay-at-home order remains in place, City of Concord officials and staff will conduct meetings telephonically or otherwise electronically. The City will not make available any physical location from which members of the public may observe the meeting and offer public comment. Instead, members of the public may observe and address the meeting remotely.
Learn more about how you can view and participate in public meetings while our community continues to practice social (physical) distancing in response to the COVID-19 pandemic.
City Council and Planning Commission meetings can continue to be viewed via livestream on the City’s website and through Concord TV by Comcast channel 28, Wave channel 29 and AT&T U-verse channel 99.
Fiscal Impact to Cities
Cities throughout the country are experiencing serious financial hardship as a result of the coronavirus pandemic, and the City of Concord is no exception.
Unfortunately, the City is receiving no support or relief from the federal or state governments to back-fill the loss of revenue and, consequently, we see significant fiscal challenges affecting us immediately.
In total, our initial projections show that Concord could lose between $8 million and $14 million in general fund revenue this fiscal year (FY 19-20), and between $14 million and $23 million next fiscal year (FY 20-21). See Finance Director Karan Reid’s April 14, 2020 presentation to Council here.
The League of California Cities projects that cities’ key revenue loss through Fiscal year 2021-22 will equate to approximately $6.7 billion.
