Concord welcomes new Director of Human Resources


Jasmin Loi has been appointed Concord's new Director of Human Resources. Her first day will be Monday, Oct. 23. She replaces Elia Bamberger who retired last week.

Loi most recently served as the Human Resources Director for the City of Vallejo. Previous to that, she worked for the City of Indio as the Director of Human Resources and Risk Management, and the County of Riverside where she served in multiple roles including Human Resources Service Manager.

"Jasmin Loi's experience as a seasoned HR Director with more than 15 years of City and County experience will be instrumental at the City of Concord as she will bring invaluable insight, creative ideas and solutions, and positive energy to the City's dedicated work force," said Concord City Manager Valerie Barone.

During her tenure in Vallejo, Loi not only oversaw the operations and services of the Human Resources Department but was a key resource for department heads and managers on matters that involved classification and compensation, organizational structuring, and personnel issues. She represented the City of Vallejo in matters related to labor relations and labor negotiations, and recommended and implemented labor relation policies and procedures.

Loi holds a Master of Science degree in Industrial and Organizational Psychology from the California State University, San Bernardino.
