  2. STUDY SESSION - on the proposed Monument Boulevard Urban Design Plan and Design Guideline concepts. Report by John Montagh, Redevelopment and Housing Manager.
    Staff Recommendation: Hear the report, take public testimony, and provide direction to staff.

CITY COUNCIL MATTERS

  1. CITY COUNCIL CONSENT ITEMS
    Staff Recommendation: Adopt the Consent Calendar as recommended.
    1. Approval of minutes - of the meeting held June 1, 2009. Recommended by City Clerk.
    2. Approving - Master Agreements with: a) Azari Engineering, Inc. for Design and Construction Management Services; b) Cole Management & Engineering, Inc. for Construction Management Services; c) Harris & Associates for Design Services; d) Kier and Wright Civil Engineers and Surveyors, Inc. for Design Services; e) LCC, Inc., for Land Surveying Services; f) Nolte and Associates for Design Services; and g) Towill, Inc. for Land Surveying Services each required for coordination of Capital Improvements Projects and each in an amount not to exceed $250,000 with the option for a one year extension; and authorizing the City Manager to execute the agreements. Recommended by Director of Building, Engineering and Neighborhood Services.
  1. CITY COUNCIL PUBLIC HEARING
    1. Exemption of Permit Requirement for Massage Practitioners and Therapists - consideration of a proposed amendment to the Concord Municipal Code amending Chapter 18, Businesses and Business Regulations, Article IX, Massage Establishments, Out-Call Massage Therapy, and Massage Therapy Technicians, Section 18-274 exempting licensed Massage Practitioners and Therapists from City Permit Requirements to the extent required by recent state legislation. Ordinance 09-3 for introduction. Report by Katy Wisinski, Deputy City Attorney.

      Staff Recommendation: Hear report, take public testimony, introduce Ordinance 09-3 by reading of the title and waiving further reading.
    2. Increase in Duties Performed by Board and Commission Alternates - consideration of a proposed amendment to the Concord Municipal Code amending Chapter 2 (administration), Article V (Boards, Commissions, and Committees), Section 2-271 to allow alternates to City Boards, Commissions, and Committees to perform all duties of member being replaced. Ordinance 09-4 for introduction. Report by Katy Wisinski, Deputy City Attorney.

      Staff Recommendation: Hear report, take public testimony, introduce Ordinance 09-4 by reading of the title and waiving further reading.
  2. CORRESPONDENCE - City Council correspondence not selectively included in the following list is available for inspection during normal business hours by contacting the City Clerk at 671-3495.

    2. Letter dated June 17, 2009, to Assemblymember N. Evans opposing the proposed cut to the Local Gas Tax Fund Diversion.
