CITY COUNCIL MATTERS - CITY COUNCIL CONSENT ITEMS:
- Authorizing - amendments to the City's Conflict of Interest Code; confirming that the Local Reuse Authority's Conflict of Interest Code established by Resolution LRA 06-1 dated January 10, 2006 remains appropriate; and declaring as obsolete Redevelopment Agency Resolution No. 81-118 and repealing it in its entirity. (No Fiscal Impact) Resolution Nos. 12-38 and 12-42 for adoption. Recommended by City Clerk
- Adopting - a resolution calling for a general municipal election in Concord on November 6, 2012, under the provisions of laws relating to General Law cities in the State of California, for the purpose of electing two members to the City Council, each for full terms of four years. (General Fund) Resolution 12-39 for adoption. Recommended by City Clerk.
- Awarding - a Construction Contract in the amount of $1,296,872 to International Surfacing Systems of West Sacramento; accepting a 2011/12 CalRecycle Rubberized Asphalt Concrete Grant in the amount of $221,000; transfer funds in the amount of $47,300 from Project No. 2194 (Citywide Bicycle Striping) and appropriate grant funding for Project No. 2226 (FY11/12 Cape Seal Pavement Maintenance) Resolution No. 12-41 for adoption. Recommended by Director of Community and Economic Development.
- Approving - two Professional Services Agreement with Savant Business Solutions; one in the amount of $30,000 for FY 2011/12 and the other in the amount of $200,000 for FY 2012/13, with the option to extend the agreement for two additional one-year terms, to provide the Information Technology Department with support to the Lawson Human Resources/Finance Systems and the implementation of the Accela Automation permitting system; and authorizing the City Manager to execute the agreement. (General Fund) Recommended by Director of Information Technology.
- Approving - a Professional Services Agreement with Robert Half International for technical staffing services in an amount not to exceed $317,200 for Fiscal Year 2012/13, with an option for up to three additional one-year terms; and authorizing the City Manager to execute the agreement. (General Fund) Recommended by Director of Information Technology.
- Approving - a Professional Services Agreement with Botts Strategic Solutions for Information Technology network system projects in an amount not to exceed $185,000 for Fiscal Year 2012/13, with two additional one-year renewal options; and authorizing the City Manager to execute the agreement. (General Fund) Recommended by Director of Information Technology.
- Approving - two Professional Services Agreement with Thebs Consulting, LLC for Information Technology server system projects; one in an amount not to exceed $28,800 for Fiscal Year 2011/12 and the other in an amount not to exceed $200,000 for Fiscal Year 2012/13, with two additional one-year renewal options; and authorizing the City Manager to execute the agreement. (General Fund) Recommended by Director of Information Technology.

- Consideration - Of the Fiscal Year 2012-13 Action Plan for Community Grant Funding from Community Development Block Grant Funds and Child Care Developer Fees. Recommended by Community Services Commission. Report by Community Grants Manager, Marla Parada.
Staff Recommendation: Hear the report, take public testimony, and adopt Resolution No. 12-27 approving the 2012-13 Action Plan as recommended by the Community Services Commission.
CITY COUNCIL SITTING AS THE LOCAL REUSE AUTHORITY - Consideration - Of the Fiscal Year 2012-13 Action Plan for Community Grant Funding from Community Development Block Grant Funds and Child Care Developer Fees. Recommended by Community Services Commission. Report by Community Grants Manager, Marla Parada.
- CITY COUNCIL SITTING AS THE LOCAL REUSE AUTHORITY CONSENT ITEMS:
- Accepting - a grant in the amount of $891,668 from the Department of Defense, Office of Economic Adjustment (OEA), and appropriating it to Phase V support the Concord Naval Weapons Station Reuse Project Management Office and consultants. (Grant Funds) Resolution No. 12-40 for adoption. Recommended by Reuse Project Director.
- Approving - an amendment to the Master Services Agreement with ALH Urban and Regional Economics in the amount not-to-exceed $50,000 for professional services associated with Phase V Reuse Planning at the Concord Naval Weapons Station, and authorizing the Executive Director to execute the agreement. (Grant Funds) Recommended by Reuse Project Director
- Approving - an amendment to the Master Services Agreement with ARUP Inc. in the amount not-to-exceed $185,000 for professional services associated with Phase V Reuse Planning at the Concord Naval Weapons Station, and authorizing the Executive Director to execute the agreement amendment. (Grant Funds) Recommended by Reuse Project Director.
- Approving - a Master Agreement for Professional Services with Environmental Risk Services Corporation in the amount not-to-exceed $70,000 for professional services associated with hazardous materials management, remedial assessment reviews and risk management planning; and authorizing the Executive Director to execute the agreement. (Grant Funds) Recommended by Reuse Project Director.

Speaker's Card: Members of the audience who wish to address the City Council are requested to complete a Speaker's Card available at the front bench. Submit the completed card to the City Clerk before the item is called, preferably before the meeting begins.
Agenda Reports: Agenda reports are available for public viewing in a binder on the front staff desk.
Public Comment Period: This is a fifteen-minute Public Comment Periodfor items not on this agenda, and each speaker will be limited to approximately three minutes. State law prohibits the City Council from acting at this meeting on any matter raised during the Public Comment Period.
Consent Calendar: Adoption of the Consent Calendar may be made by one motion of the City Council, provided that any Councilmember, individual or organization may request removal of an item from the Consent Calendar for separate consideration. If a request for removal of an item from the Consent Calendar has been received, the Mayor may defer action on the particular item and place the same on the regular agenda for consideration in any order s/he deems appropriate.
Public Hearings: Persons who wish to speak on Public Hearings listed on the agenda will be heard when the public hearing is opened, except on public hearing items previously heard and closed to public comment. After the public has commented, the item is closed to further public comment and brought to the Council/Agency level for discussion and action. Further comment from the audience will not be received unless requested by the Council/Agency. No public hearing shall commence after 10:00 p.m. unless approved by majority vote of the City Council.
ADA Notice and Hearing Impaired Provisions: The Council Chamber is equipped with Easy Listener Sound Amplifier units for use by the hearing impaired. The units operate in conjunction with the Chamber's sound system. You may request the Easy Listener Phonic Ear Personal Sound Amplifier from the City Clerk for personal use during Council meetings.

Notice: There is a 90-day limit for the filing of a challenge in the Superior Court to certain City administrative decisions and orders which require a hearing by law, the receipt of evidence, and the exercise of discretion. The 90-day limit begins on the date the decision is final (Code of Civil Procedure Section 1094.6). Further, if you challenge an action taken by the City Council in court, you may be limited, by California law, including but not limited to Government Code Section 65009, to raising only those issues you or someone else raised in the public hearing, or in written correspondence delivered to the City Council prior to or at the public hearing. The City Council may be requested to reconsider a decision if the request is made prior to the next City Council meeting, regardless of whether it is a regular or special meeting (Policy and Procedure No. 2, Section 4.24).
