Department Mission

To provide high-quality legal representation to Council-members, appointees to City Boards and Commissions, and City staff. Assist in implementing the City's policy objectives and administrative programs to promote the economic and social well-being of the Concord community in a manner consistent with applicable legal requirements.


Liability Management

Minimize the risk of liability exposure by effectively addressing complex legal issues arising out of the City's decisions and activities. Efficiently manage claims and litigation to achieve the best possible results, either through settlement negotiations or favorable court rulings.


Legal Advice for City Staff, Boards and Commissions

Provide legal analysis and recommendations to all City Boards & Commissions, and City departments.


Neighborhood Services

Actively assist the City's efforts to preserve and enhance the quality of residential neighborhoods by ensuring compliance with building codes and land use regulations.
