Code Enforcement

The City of Concord is dedicated to preserving and enhancing the quality of life in each of its neighborhoods. There are Code Enforcement/Code Enforcement specialists to assist residents in these areas with a variety of services.

Code Enforcement

The purpose of the Code Enforcement Program is to preserve and enhance the quality of the community through implementation of the Neighborhood Partnership Program and a host of other services such as organization and coordination of City services to neighborhoods.

The City of Concord Code Enforcement Unit is a division of the Concord Police Department. The Unit is responsible for quality of life matters having to do with blight, property safety, public nuisances and property maintenance.

What is the "Code"

There are numerous ordinances (or laws) in Concord that pertain to property maintenance. Most of these have been enacted to protect and preserve the basic character and quality of life in residential neighborhoods. They are typically designed to control accumulations of junk, trash, refuse, and vehicles, which are abandoned, unregistered or in disrepair.

  • Business signage
  • Blighted, unmaintained, or unsafe properties, including pools and fencing
  • Disruptive and illegal businesses
  • Garbage service and debris accumulation
  • Hazardous and overgrown vegetation
  • Land use violations
  • RV storage
  • Recycling
  • Utilities
  • Vacant and unsecured properties
  • Visible storage of junk and debris
  • Vehicle storage on private property

How do I make a Code Enforcement complaint?

To make a complaint:
Email cleanup@cityofconcord.org with Name, Phone, Violation, Violation Address, Photos if applicable.
Complaints cannot be processed without an address

The Code Enforcement Unit may be contacted at cleanup@cityofconcord.org or via telephone at (925) 671-3075.

Once a complaint is received, a Code Enforcement officer will inspect the property within a few business days and work with the owner to correct the problem. Due process requirements for code enforcement cases necessitate a notification and compliance period for the property owner. Generally, code enforcement cases require at least 20 days for resolution.

I received a violation notice. What Do I do now?

Code Enforcement staff always seek to first gain voluntary compliance with Code requirements. If you receive a violation notice, contact the assigned Code Enforcement Officer to make certain you are clear on the nature of the violation and what steps are necessary for correction. In most circumstances, you will have 10 days to correct the problem. If the issue remains unresolved after 10 days, a Code Enforcement Officer may issue an Administrative Citation costing up to $500 plus inspection fees.

In response to continuous complaints from residents about serious life, health and safety violations in multi-family housing units, the Concord City Council unanimously adopted the Multiple Family Rental Dwelling Unit Inspections and Maintenance Code of the City of Concord on March 7, 2000. (Ordinance 00-2) (CMC 9820).

The purpose of this Code is to proactively identify blighted and deteriorated buildings and ensure the rehabilitation or elimination of housing that does not meet minimum Building and Housing Code, Exterior and Site Maintenance standards.

This Codes applies to all residential rental buildings, including rooming houses, having four (4) units or more on one parcel, or site, including parking lots, driveways, landscaping, accessory structures, fences, walls swimming pools, hot tubs, and spas. Hotels, motels, bed and breakfast, and similar occupancies are specifically excluded from the requirements of this code.

An inspector will inspect the rental dwelling units and their associated properties to determine whether such properties comply with provisions of the California Code of Regulations, State Housing Code, California Health and Safety Code, Uniform Code for the Abatement of Dangerous Building and/or Concord Municipal Codes. Structures and premises that do not comply with the provisions of the Codes listed above will need to be altered or repaired to obtain the required level of compliance or in rare instances, demolished.
