Plumbing Permits


General Information

  1. The 2001 California Plumbing Code is our current adopted code.
  2. All plumbing materials and fixtures must be labeled by UPC, IAPMO, or other testing agencies approved in the ICBO listing of Laboratories or Quality Control agencies.
  3. All plumbing shall be tested as identified in the plumbing code. Specifically, drain, waste andvent systems shall be tested "through the roof" per CPC:
    1. Hot and cold water supply system shall be tested under pressure not less than the working pressure. A fifty (50) pound per square inch air pressure may be substituted for the water test. (See 2001 California Plumbing Code Section 609.4)
    2. DWV (Drain, Waste & Venting) piping of the plumbing, drainage, and venting systems shall be tested with water or air. (See 2001 California Plumbing Code Section 712.1)
    3. Water Test
      The water test shall be applied to the drainage and vent systems either in its entirety or in sections. All openings in the piping shall be tightly closed, except the highest opening, and the system filled with water. If the system is tested in sections, each opening shall be tightly plugged and each section shall be filled with water, but no section shall be tested with less than a ten (10) foot head of water. (See 2001 California Plumbing Code Section 712.2)
    4. Building Sewer Test
      Building sewers shall be tested by plugging the end of the building sewer at its points of connection with the public sewer or private sewage disposal system and completely filling the building sewer with water from the lowest to the highest point thereof. (See 2001 California Plumbing Code Section 723.0)
    5. Gas Piping Test
      This inspection shall include an air, CO2 or nitrogen pressure test, at which time the gas piping shall stand a pressure of not less than ten (10) pounds per square inch gauge pressure. Test pressures shall be held for no less than fifteen (15) minutes with no perceptible drop in pressure. (See 2001 California Plumbing Code Section 1204.3.2)
  4. Fuel gas piping
    1. A one line diagram is required prior to the frame inspection. See the example in the UPC.
    2. Underground gas lines are required to be factory wrapped. Field wrap is limited to the fittings.
    3. All exterior gas lines are required to be galvanized. Painting is not approved
    4. Unions are not permitted.
    5. The gas lines are required to be inspected for conformance to the approved one line diagram normally at the frame stage. Rough gas line inspection at frame and pressure test inspection after sheet rock.
    6. The gas lines are required to be tested per CPC 1206 after all piping, nipples and fittings are installed. The code requires a minimum of 10 lbs. for 15 minutes with no perceptible drop in pressure. This inspection can be made at any time after all pipe and fittings are installed. A new gas test will be required if fittings or nipples are added after the recorded inspection.
    7. For electrical isolation, isolation fittings on ferrous gas pipe underground are required.
  5. ABS and PVC waste pipe is prohibited in:
    1. Any building or occupancy over 3 stories CPC 401(a)(2).
    2. R1 and R3 over two (2) stories in height (hotels, motels, lodging houses, apartment houses, and dwellings). (HCD-1)
    3. Permanent buildings and accessory buildings in mobile home parks. (HCD-2)
    4. Essential services buildings (fire and police stations etc.) (OSA/SSS)
    5. Clinics and health facilities. (OSH/PD)
  6. 1.6 gallon maximum flush toilets or 1 gallon maximum flushometer valve toilets required for all new construction with permits approved after January 1, 1992.
  7. Starting February 1, 1992, we will no longer approve or permit more than one gas meter for a single family house unless a valid Secondary Living Unit permit has been issued.
